03 · WHY ESTONIA

1.3 million people.
The blueprint of the digital state.

Estonia is not the largest country in Europe, nor the wealthiest. But for thirty years, it has built the most operationally advanced digital state in the world — and made the blueprint exportable. That blueprint is what Goldenseal carries forward into West Africa.

THREE PILLARS
01

Digital governance, top to bottom

99% of Estonian government services are available online. Citizens vote, pay taxes, register businesses, sign contracts, prescribe medication — all from a single digital identity. Tax returns take three minutes on average.

02

Open infrastructure, global standard

X-Road, Estonia's data interoperability layer, is one of two global reference architectures for Digital Public Infrastructure (alongside India's MOSIP). It is open-source, interoperable, and already deployed in Africa: Benin uses it for 200+ public services.

03

A nation that exports its model

Estonia's e-Residency programme has issued digital identities to 130,000+ entrepreneurs from 180+ countries, generating 38,000+ businesses. Soon, with Goldenseal, francophone West Africans will be able to do the same.

"Estonia did not invent these values. It engineered them into a state and made them work, every day, for thirty years. That is the standard we carry into the corridor."
